Thai Customs: E-Commerce Duty & VAT (2026)

Thai Customs Update: Import Duty & VAT Applied to All Cross-Border E-Commerce Shipments (Effective 2026)

Starting 1 January 2026, Thai Customs will officially enforce import duty and VAT on all cross-border e-commerce shipments, marking a major regulatory shift for online sellers, platforms, and importers. This policy ends the long-standing tax exemption for low-value parcels and introduces full tax compliance across every shipment entering Thailand.

What’s Changing?

Under the new regulation, import duty and VAT will apply to every parcel with a declared value starting from ฿1, eliminating the previous ฿1,500 duty-free exemption, which will expire at the end of 2025. This means all cross-border e-commerce transactions—regardless of value—must now comply with Thai customs and tax requirements.

Why This Matters

The policy aims to level the playing field for Thai SMEs, ensuring fair competition between local businesses and overseas e-commerce sellers. It also strengthens customs oversight and is expected to generate approximately ฿3 billion in annual government revenue once fully implemented.

For businesses operating in cross-border e-commerce, this change will directly impact:

  • Import cost structures
  • Pricing strategies
  • Customs clearance procedures
  • VAT and duty compliance obligations

Early preparation is critical to avoid shipment delays, penalties, or unexpected costs.
